[해군본부 보도자료 전문]세계자연보전총회(WCC)“제주 민․군복합항 건설사업” 현장동의안 상정 추진에 대한 입장
Standpoint on Pusing Forward a Motion at WCC 2012
regarding “the Jeju Civilian-Military Complex Port Project”
2012 제주 세계자연보전총회(WCC)에서 IUCN 일부 회원단체에 의해 제주 민․군 복합항 건설사업 관련 현장동의안 상정이 추진되고 있는 것에 대해
깊은 우려를 표명합니다.
Republic of Korea Navy expresses our deepest regret that there are few IUCN member organizations pushing forward a motion regarding “the Jeju Civilian Military-Complex Port Project” at World Conservation Congress (WCC) 2012.
대한민국은 스스로를 지킬 힘이 없어 국권을 상실한 아픈 역사를 가지고 있고, 지금도 휴전상태가 지속되고 있는 분단국가입니다. 이러한 국가에서 국민의 생명과 재산을 지켜내는 것은 무엇과도 바꿀 수 없는 소중한 가치이자 책임입니다.
Republic of Korea, a divided country still in an armistice, has a very heart-breaking history of being infringed of its sovereignty with the absence of power to
protect itself. Therefore, it is the most important value and responsibility of
R.O.K to protect the people’s life and property.
대한민국 정부는 제주 민․군복합항 건설을 위해 2005년부터 수 년간 토론과 검증, 제주도민과 강정주민들의 과반수 이상이 찬성한 여론조사 결과, 국회와 제주도의 동의, 환경영향평가 등을 거쳐 적법하게 사업을 추진하고 있습 니다. 국내 최고 사법기관인 대법원도 사업추진이 정당하다고 판결하였습 니다. 더구나 제주 민․군복합항은 친환경 공법을 적용함은 물론 해군기지로서는 이례적으로 민과 군 그리고 환경이 함께 공존할 수 있는 국제적 관광미항의
형태로 건설되고 있습니다.
The Republic of Korea Government has been legally carrying out this project to build Jeju Civilian-Military Complex Port processing through many steps since 2005: these steps include debates, discussions and verifications; public opinion polls of Jeju and Gangjeong local people in which more than half voted favorable to the project; approvals from the National Assembly and Jeju Provincial Government; and environmental effect assessments. The Supreme Court, the highest judicial body in R.O.K, has ruled the project justice. Furthermore, Jeju Civilian-Military Complex Port has adopted eco-friendly contruction methods and is being built exceptionally as a global tourist
attraction that all civilian, military and environment communities co-exist.
세계자연보전총회(WCC)에서 제주 민․군복합항 건설과정에 대한 충분한 이해없이 일부 단체의 일방적 주장과 정치적 행위로 인해 대한민국의 안보와 국방정책
사안을 거론하는 것은, 특정 국가의 주권을 침해하는 부적절한 사례가 될 수 있
음을 우려하지 않을 수 없습니다. 세계자연보전총회 (WCC) 참가국과 단체
들의 현명한 판단을 촉구합니다.
WCC unaware of these efforts and process but trying to look for a motion that discuss a sovereign nation’s security and defense policies solely based on one-sided allegations and political interests of a certain circle can become an inappropriate example of violating a nation’s sovereignty. We call for a wise
judgement of WCC participants and organizations.
